Maven 多模块依赖 jar中的配置文件?报错

我有一个M1的WEB 模块，依赖 M1-service 的jar模块 ，我的spring-mybatis 自然就想放到M1-service工程中，用jetty:run 是可以正常运行的 ，但是打包放入tomcat会报错。我肯定的是我的配置文件是没有错误的，我单独在M1-service里面做单元测试的时候，是正常通过的！
